Yunyan launches policies to support tech innovation

Yunyan district, administered by Guiyang -- capital city of Southwest China's Guizhou province -- recently launched a series of policies to boost its technological innovation, according to local officials.

They said the policies will benefit companies or institutions whose business registration, tax collection and management are within the scope of Yunyan district. 

The policies will support them in scientific and technological project research and development, the commercialization of scientific and technological achievements, industry-university-research, scientific and technological industry development and the construction of a technological innovation system.

Support R&D platform construction

Officials said newly recognized national and provincial-level engineering technology research centers or key laboratories will be given subsidies of 1 million yuan ($143,893) and 500,000 yuan, respectively.

Cultivate high-tech enterprises

For an enterprise recognized as a national high-tech for the first time, a subsidy of up to 300,000 yuan will be given over a three-year period.

Increase investment in scientific research

Provide subsidies for the R&D investment funds of enterprises included in R&D statistics in the previous year.

For R&D expenditures of 50 million and below, a subsidy of not more than 10 percent of the total expenditures will be given; the subsidy for enterprises' R&D expenditures of 50 million to 100 million yuan will not exceed 5 percent of the total; and the subsidy for R&D expenditures of more than 100 million yuan will not exceed 2 percent.

The maximum subsidy for a single enterprise is 5 million yuan.

Support innovation and entrepreneurship platform construction

Newly recognized incubators at the national, provincial and municipal levels will be given a subsidy of one million yuan, 500,000 yuan and 200,000 yuan respectively.

Support introduction of high-tech experts

Newly introduced national, provincial and ministerial-level scientific and technological experts will be rewarded subsidies of 250,000 yuan, 100,000 yuan and 100,000 yuan, respectively. 

A subsidy of 800,000 yuan will be given to newly approved academician workstations.

Support development of technology service industry

Newly introduced headquarters, regional headquarters and institutions or enterprises, will be given a subsidy of up to 1 million yuan based on their total investment and service efficiency. 

Technology service providers will also be given a subsidy of 5,000 yuan for every high-tech enterprise establishing itself in Yunyan district.

Encourage commercialization of scientific research achievements

Newly approved technology transfer demonstration institutions at national and provincial levels will be given a subsidy of 300,000 yuan and 100,000 yuan, respectively.

Service institutions that carry out technology transactions will be subsidized at 1‰ of the certified and registered technology transaction amount. The maximum subsidy for a single technology contract is 50,000 yuan and the maximum subsidy for each institution is 300,000 yuan per year.

Support industry-university-research cooperation

Enterprises that undertake major national scientific and technological projects and implement industrialization of major scientific and technological achievements will be subsidized at a rate of 5 percent of the technology purchase cost, with a maximum subsidy of 1 million yuan.

Provide financing support

Enterprises that successfully listed on the Sci-Tech innovation board (STAR Market) will receive a subsidy of 5 million yuan.
